Is there a free program that lets me make my own desktop themes/boot screens for windows XP?

and i don't want to hear about reshacker

1. Yes, Bootskin will assist with bootscreens. Here is a good tutorial - http://www.jakeludington.com/windows_xp/20060219_change_xp_boot_screen.html As far as themes, just google XP themes.
