how do I create desktop themes for windows vista?

I liked to make desktop themes on my old XP computer, and want to continue doing it but don't know what software to use for making themes intended for Windows Vista. Does anyone know what software I can use?

1. There is a program called Windows Blinds that lets you install all sorts of themes. Unfortunately it costs money, but there is a free trail available. http://www.stardock.com/products/windowblinds/
